Contribution Capacity
Who in the community has knowledge, skills, time, or willingness to help a struggling business. This has never been measured. The NIEA is purpose-built to capture it — because capturing it requires people to opt in, and infrastructure for them to opt in to.

City portals give economic development officers a view of local industry health they cannot get from transaction data alone, including the gaps public data will never surface, made legible alongside what it can measure.

The NIEA marketplace requires trust in both directions. Businesses need to know contributors are real and capable. Contributors need to know opportunities are legitimate.
